The selected candidate will collaborate on algorithms to model operational tasks, including modeling 911 demand to better anticipate community needs; process, analyze and extract information from data; conduct analyses and visualization of trends, anomalies and patterns in large datasets, particularly those reported by the public, including millions of publicly reported 911 and 311 calls; process and publish open data for consumption by advocates, interested members of the public and other city agencies; coordinate data requests from community members, external researchers, and academics while ensuring that data for vulnerable communities are protected; evaluate and make recommendations of community programs, including historical and upcoming initiatives designed to improve the Department's relationship with the community and responding to time sensitive research and policy analysis activities.

Minimum Qual Requirements

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.

NOTE:

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

Proficiency in statistical programming (E.G. R, SQL, PYTHON, JAVASCRIPT/D3) or the strong desire to learn and self teach.

Ability to quickly learn new software, including TABLEAU, IBM COGNOS, and internal DEPARTMENT software platforms.

Extensive knowledge of applied statistics, analytics, machine learning, data science or big data tools..

Interest in taking initiative and helping the team discover problems and troubleshoot solutions.

Ability to think creatively, embrace new approaches and pioneer innovative solutions to intricate problems.

Strong written, verbal and interpersonal communication skills.

Ability to write reports, correspondence, literature, reviews and memorandums.

Ability to analyze and interpret project protocols, professional and academic journals, reports, and business correspondence.

Ability to multitask while maintaining attention to detail and the ability to be flexible with changing demands.

Familiarity with OUTLOOK, and MICROSOFT OFFICE SUITE.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
